That's one reason why Richmond dentist Dr. Faryl Hart participates in Halloween Candy Buy Back — a program that buys Halloween candy from neighborhood kids for $1 a pound and sends it in care packages to American soldiers. Hart, a Navy officer's daughter, says soldiers often give out candy in communities near their bases.
